If its PC to PC its free, but if its PC to phone you will be charged

Definitely no, when you are making PC-to-PC calls you will never be charged, ofcourse you will still pay for your internet bill at the same amount without additional fees.

Pretty much any online call program such as MSN, Skype, etc. have free PC to PC calling.

If you're calling another computer (PC to PC), it's free. If you're calling someone's phone (PC to phone), you'll be charged.

I haven't done it in a couple of months, but no, at least through a couple of months ago, it was free (like through Yahoo Messenger?).
