Glue has a solvent in it and when it evaporates the glue glues whatever you glued together. In the bottle the solvents can't evaporate. Leave the top off the glue bottle overnight and see if the glue stuck to the bottle.

There is air in the bottle, and the reason why glue doesn't stick inside the bottle is that the volume of glue is too great to be effected by the small amount of air in the bottle.

Most glues that we use will only become sticky as the water in them is evaporated or dried out. As long as the glue remains in the airtight bottle, the water can't evaporate out and the glue can't react with the air so no sticking.
