Because French people are very possesive of their language. They have a whole sectionin their government that creates new french words for American ones.
They say "pardon my english" because it's like an insult to use English

French people never make any excuses for their behavior. If they swear, they just hope someone was around to hear it.

but i don't really know any french people, so i couldn't tell you!!

Nice turn of phrase! But, I don't think they pardon themselves in any language, I think they just swear. :)
