MARRIAGE between siblings is illegal. Not sure about the other thing.
But it's illegal because if your sexual activity produces any offspring, the chances of Very Bad Genetics showing up (deformities, weird genetic conditions like hemophilia and such) are much higher when siblings interbreed.
That said, it was common practice for royalty in Ancient Egypt for siblings to marry. Maybe you need a time machine...
