Is there anything wrong with mentioning your website when answering a question if your website has info that is relevant to the question or a source of more information ? Or would you view that as spam?

Its usually better to not mention your site.

However if a question can be more thoroughly answered with information on your site, then it should be ok.

depends. if it happens to be relevant to a particular question then no. but i've seen someone on here mindlessly plugging a site into every question they answer. that is spam.
i see it like this, if the site is dedicated to a specific topic, that would be okay. if it's that blogspot thing, i'm sure you've seen it at some point, that's spam. a blog is not factual information.

if it has answers relevant to the question I would find it very hard to believe anyone would view it as spam.

does that mean that if I post a web address (one that i dont own) to someone, am I spamming also??

It depends. If the info really is relevant, it should be ok. Just make sure you are not advertising...

i think you should offer to give the link to the asker. let them respond to you, not just advertise your site.
