Because if you don't wear undies after the tights, you'll look like a gay superhero in a Catsuit. Take the Phantom for example, he has no underpants and he looks ghey.
It adds to the awesomeness factor to superheroes.

tights get laddered when you are a superhero so you have to change them every mission. Pants can therefore go on top and the tights can absorb all the sweat and emissions. then you only need one pair of pants!
