If you guys are close, you should just do it. Me and my sister used to do it all the time when we were young, tickle each other until we couldn't breathe. Otherwise, it might be a little weird for her. If you guys aren't close, maybe you should just tickle a friend.
Wait a minute, I was reading the other answers, if this is a sexual thing, I really don't think you should go there with your step sister. Find a friend, honey, find a friend. That would be really uncomfortable for both of you, I think.

It´s easier to approach her as a ticklee. The ol´ trick of raising your arms near her, or putting your bare feet on her lap, you get the idea... If she tickles you then you can react in a way that makes her want to keep tickling you (like expressing how vulnerable you are, or how good she is tickling you...).
Don´t get her back on the first times, but eventually you can jump and tickle back. Stay alert how she reacts both to you as ticklee and then when you tickle her. You can move from there...

I think it is a bad idea to approach fetishes with people you see everyday, unless you are already in a relationship. Imagine having to see her every day if she rejected you.
