Why do people tell you when they are speechless?

it that the same as saying "I don't know what to say?" which is saying something. or "I refuse to respond to such a question" which is a response to that question.

So that you don't think that they're not reacting to your news or surprise, but to convey that they haven't yet "formulated" a proper response. It is a polite thing to say when you don't yet know how to respond.
