Car companies won't, but the finance company will. They'll repossess the vehicle if you don't make your payments. There are ways they'll get the money from you - one way or another. They may even sue you civilly for non-payment. That can haunt you for a long time. Best to make your payments so you can keep your car.

There are lots of way finance companies can track you. If you go to another state, your license plate will show up like a sore thumb. Police can be alerted to be on the look out. Your Social Security Number can be used. Address change to the USPS. Telephone number changes can be traced. Employers, former employers may have contact information. Friends, neighbors, relatives may be sources. Vehicle service and repairs are also a possibility. Some shops have automated systems, log in VIN numbers, and the info goes to Carfax.

The car financing people track you down lots of ways: Other bills you pay, post office (change of address), voters registration, etc. They pay companies to track those down who do not pay. Usually, it takes a long time, a year or so to get that started, but they do. It is better to pay for the car, than not. You can get sued, arrested, car repossessed, etc.

If that person still has the car in possession, that person can get in a lot of trouble - arrested, harrassed, etc. Someone had stolen my brother's credit and had a car and they took him to jail because he supposedely had a car and other debtors looking for him. It was painful, but we got it cleared up - though he had to pay for some of the debt to get out of it. He didn't have the car that was bought in his name, so they just continued tosearch for the car. He is still trying to rebuild his credit. But, in the end, they will go high and low to find the person and the vehicle.
