hello i have done many decoupage projects . if u are using a real photo (not printed from the pc) u will have no problems. the trick is to use a foam brush (the kind for doing stenciling) and apply thin coats. it will go on white but dont panic it turns clear.

apply the decoupage in even coats going in the same direction , never change directions or u will get streaks.

apply your picture to the surface of your choice with a lil bit of modge podge let it dry make sure that all the bubbles are out before u continue to cover your pic with modge podge.

if u are using a photo printed from your pc let it dry for about a half hour after printing it or it will smudge.

Previous poster is talking about classic Italian or Ornare decoupage. Do you mean the 3-dimensional pictures, confusingly, also known as decoupage. One of my customers did one of a child on a tricyle which looked fantastic. Print 3 or more copies of the photograph on glossy card or you can glaze matt card with something like Glossy Accents or Anita's 3D Clear Gloss. Either use the whole of the first photo as background or cut out a section of it. Then cut out a smaller section/s from the next photo and mount it/them on the background using 3D mounts, Liquid dots or silicone glue. Smaller section/s from the next photo/s to build up layers.

Same technique can be used with decoupage sheets from crafts shops or wrapping paper with a repetitive pattern glued to light card or you can print decoupage sheets from internet sites. Can be used on handmade cards or put in a box type frame.
