Kids have to climb, they are small and always want to reach things in the kitchen for example- thus they build ladders he he. Climbing gates and fences is normal exploration in childhood.

I guess it represents freedom and they want to explore further. However, my youngest son just loved climbing ANYTHING. When he was four he pushed a chair over to the counter, climbed up and from there got on top of the refrigerator. As I walked by he leaned down and yelled "BOO"! Nearly gave me a heart attack. *L* Maybe it's the same reason adults climb mountains... just because they're there. *smile* Good luck with your climbers!

It's a combination of the adventure and the fact that they have not been hurt enough to realize that it could be dangerous to them.
