Yes. Bitrate for sound clip means how much information is there about the sound. So, lower bitrate means less information, and low quality. But too high bitrate makes a large file, and sometimes that is unnecessary. Best option is the "variable bitrate", that adapts to the necessities.

Bit rate is how many bits per second are run through the song. The higher the bitrate the better the qaulity. A good bitrate is around 320. However it takes more space on your computer.

The bitrate is the amount of information transmitted. Higher number indicates more info which translates into more quality.
Beware of the trade-off - higher bitrate mp3 files take up more space on the storage drive or media (like on a CD). If you get more quality (per file), you sacrifice quantity, and vice versa.

Bit rate is the number of bit's used to describe a particular sound within the music. Yes it does effect the quality of the music. If you use 48 bits to describe a track it will contain less information about the track verses a 128 bit recording.
