Try using CSS as a complete alternative to frames. Frames are buggy and dated (yes, dated!) - CSS is a much cleaner solution to the same problem.

if you want to be able to control one frame from the other you need to use the target="frameName" in any tags in the controlling frame.

What exactly do you mean by linked? Please expand your question, explain what you want to do.
