I've asked that myself. There are a lot of people from other countries that struggle with the language, but that doesn't account for the sheer numbers of illiterates. This question, and many similar ones, have been asked before. Most of the answers point to the educational system, lack of parental guidance, stupidity, laziness, and so on. I just don't think people care enough to excel like they did when I was young. I don't envy employers having to choose a prospective employee based on how the job application is filled out these days.

It's because most of them didn't listen in English class and don't care if it's too hard for the rest of us to read. Plus, we seem to be lazy when it comes to writting online. Why should anyone spell correctly when we have come up with a new way of spelling when we are online.

It is a modern day laziness and part of the "whole language" inventive spelling phenomenon.
I teach typing and spell checking. It is hard to make people really spell check.

They could just be bad in spelling or speak another language and trying to ask their question the best way the know how.

I think they either don't care about their spelling (and thus, do not care about their readers) or they are just simply horrible spellers. In some cases they are both. Of course, as someone else has pointed out, in some cases it is a matter of English not being their first language.

some either mistype (like me) or just don't know how to spell! But does it really matter as long as you know what they are talking about just ignore it and go on w/ life

The typing field is not long enough to fit the whole sentence/question, so I am guessing that they are just trying to make their words short (like:lyk, be:b, people:ppl, enough:'nuff)
