Are they refillable. I see what looks like a place on the botom for a needle, but its smaller than the regular butane refil cans....

Yes it is possible to refill it but u must have a special rubber cap for the bottle.
U use stainlless (taylor's pin or needle) to open a small hole at the side of the lighter (use a nips to hold it). Take the pin out. Then using the special flange u refill it from the butane bottle. When full, take the bottle away (there will be little escape of gas) and put back the pin in the hole, break it off and tap the remaining into the lighter.
It is easy to do it if you know and have the necessary tools.

I should suggest not to try it...or if u do....do it in open space.
BICs are the easier to refill because the plastic is soft

No. They're not filled with butane are they?? I don't know......
The only refillable lighters I'm aware of are Zippos. My dad used to have one & it was my job to refill it.
