Just because he's looking at your feet does NOT mean that he has a fetish. Is looking at nice feet any different from looking at nice hands, for instance? Some girls have nice eyes, some have nice hands, and some have nice legs and feet.
Besides, if you have on flip-flops and toenail polish in the first place (plus shorts or a skirt), and are constantly slipping your feet in and out, and crossing and uncrossing them, as most girls seem to do... Well, you get my idea: it tends to attract attention.
And finally, it's not only boys who look at your feet. Girls look at other girls' feet far more often; they're just more open and natural about it because, well, they're girls too.
(Oh, my question is more directed at girls my age: teens or young adults. But anyone can speak up!)

I even like it if I've gone to some effort to make them look pretty... nail varnish or something...

In the UK it is illegal for anyone under the age of 16 years to have sex. If the girl was 16 then this would technically be statutory rape. They are both under 16 and have therefore broken the law but no prosecution would be made, this only happens in the case of one defendant being over 16 and one under. The likelihood is that they would be referred to some kind of counselling if the authorities were to find out about what was going on.

First of all,it shows he pays attention to details,and thats a plus in other areas(if you know what I mean)
Also,most females pay so much to have feet that look good,they like the fact that you notice!

i actually hate wearing shoes, so i often go barefoot, or wear flipflops....i dont mind when ppl look at my feet, but if they are starig for a minute or so, then ill get nervious. lol
my gpa usually calles my toes angleworms, cuz they are really long and i can pick stuff up with them, so when hes around i usually hid them

It actually kind of freaks me out as my ex had a foot fetish. I can't really take it as it reminds me of him and we had a really bad relationship in the end.
