Both...
Ukraine is a former Soviet republic which became independent after the disintegration of the soviet union. Geographically Ukraine lies in the European Continent. From a geopolitical point of view Ukraine is considered an eastern-European country.

As of 21/ July 2006 Ukraine remains an independent country.
Ukraine is not a member of the European union.

Ukraine is an independent country in Europe (Europe is a continent!). It is not in the EU and there are no negotiations going on right now about it joining the EU, although I know Ukraine is interested in applying for EU membership sometime in the future. That will be at least a few years from now though.

Remember, "Europe" is a continent....like North America. In North America we have independent countries....and in Europe there are independent countries too.
