exceptionality refers to any child with needs that differ from the needs of the average "normal" child, whatever the reason. if a child has bad vision and needs to have someone read out what's on the board, that makes that child exceptional. if a child is mentally slow and needs to have everything repeated over and over and over again, they are exceptional. if the child has emotional problems or psychological issues, and while they are capable of understanding the material, they need to see a psychologist, or they need one on one attention, to feel like they matter to someone, then they are exceptional.
and if a child is so far ahead of the class that they are bored to death within 2 minutes of walking in, they finish all the work way ahead of everyone else and seem to have it all figured out before the teacher ever says one word, then they need a higher level class that can hold their interest, more complex materials to work with, and that too makes them exceptional.
ignoring any exceptionality could not only cause a child to lock up and be unable to learn, but it can ruin their life. i should know, it almost ruined mine.
