Put a little bit of foundation or talc on your lips and apply the lipstick vertically. Don't use too much gloss on the color.

Lip liner is the answer! My lipstick stays on forever and here is why. I use a lip liner that is very close to my lipstick color and out line my lips, then I fill them in all the way with the liner. Next I put my lipstick on top as normal but I choose a more matte, dryer color not a gloss. this lasts a long time with out using powder.
The other thing you can do is try long wearing matte lip color like outlast by cover girl which has a base color and a top coat. Almost every brand has a version now. Good Luck!

Your tip you have gotten from others about foundation on the lips is perfect. Find a good lip liner that matches your lip color---not the lipstick color, but your natural lips. Use the liner on the edge and color about half way in and then blend well on the lip area. Then use your color and gloss, etc. Even if those wear off, your liner stays on and you don't have the ring around your mouth. A GREAT drug store lip liner is Rimmel. Color stay type lipsticks are great but dry your lips out so be careful.

To keep lipstick in place, you have to put your foundation on your lips too and then lightly dust with a loose powder.
Use a liner and then lipstick. This works very well.

Colorfix is a movie makeup artist's trick used for kissing scenes- it just happens to keep lipstick on forever... doesn't work on lipgloss.

Another trick is to fill your lips in completely with lipliner, then apply your lipstick over.
