Do some jogging and if possible, do some squats (preferbly with some weights).
The squats (after time of course) will help loose the fat and replace with some muscle. No you wont get the body-builder muscle unless to go full out-intence training.
While doing the jogging or whatever else your doing with your legs, do some basic upper body exercises as well. If your gonna work on the thighs, you might as well work on other parts.

Cycling will tone muscles or swimming but nothing can target weight loss so maybe you need to lose a few pounds all over and exercise too

ur thighs look fine 2 me!!!! if u not happy then get a lateral thigh trainer. i have 1 and it ace!!!! but i don't think u need 2!!! u might be self concious about them but they do look fine!!! honest!! ;-)
