It's been done. Saw a show were someone developed one. They plan to use it for such things as finding people in collapsed buildings.

Sure, it would be possible to make an artifical snake- that is, a machine that could move by self articulation.
Practical? Hell no! The friction losses would eat you alive- thats a whole lot of surface area thats being covered!
