As far as cartoon villians, I am going to have to say Sound Wave or Megatron from Transformers. But my up-to-date ones might have to be Mr. Burns or Sideshow Bob from the Simpsons. Then again there was Dr. Claw from Inspector Gadget...oh yes I went old school.
But comics wise, Venom, hands down. That's my favorite villian.

Mr Burns made my top ten list but for me its a toss up between the joker as portrayed in the dark night comics; venom from spiderman and carnage from spiderman
