What I could understand is that you want to buy in bulk those type of cotton clothes being sold in Indian flea markets. If I am able to understand you as above, the answer is that these clothes are mainly export surpluses or rejects (minor defects) sold and bought in bulk or stock lot and then placed for retailing for much lower prices in flea markets.
For that you would be required to trace the manufacturers and approach them for deals. Since such units and godowns are spread wide across the country, it would be a quite hard work initially but not impossible. Alternatively, you can also buy from these middlemen if their prices suit you.
