Cause it hasn't been used for a while.You have to withdraw some cash and then it¸ll be active again.It happened to my friend so i know.

maybe u have insuffucient balance, wrong card number, address,,name or so. Ive already encountered that prob.

call your bank to check. It might be compromise, they might issue you with new card.

sometimes it's how you entered the numbers. try again...don't use the - between your numbers.
