is it justifiable for teachers in the philippines to teach sex education in the elementary level?

yes, sadly, it is a neccessity. Kids start at a young age and it is much better to be educated and know the risks and possible consequences than to end up pregnant or infected with some horrible disease. There is stuff out there that can kill!
