I think it's possible, but it certainly would not be as quick and efficient as a snake.
Think of how many joints there would need to be in the machine. Also a snake is mostly muscle, so almost the entire surface of the machine would need to be able to move. Even if all this technology were put into one machine, it certainly would not work as fast and fluid as a snake.

This question is really funny because it implies snakes have wheels.... can't be too sure whether its intentional or due to lack of attention....:-)
It is possible. In fact there are machines that move without wheels, but for most work it is far more efficient to have wheels.

Yes, snakebots without wheels have been possible for several years.
Here is a link to pictures of NASA prototypes shown off back in 2000. Note that the white round pieces are joints, not wheels, and are not rolling against the surface.

It is already existing. The FLYING TRAIN (in Japan and Germany), which moves on the rails with the magnetic force. This train has no wheels.

Yes , I would say using some sort of magnetic or armature field , two oposite polarities would cause it to move along without any wheels.
