Where I come from there are 3 distinct rush hour periods:

16:30 - 17:30 = pre-rush hour rush (also known as "I can't be bothered to stay at work anymore" rush hour)
17:30 - 19:00 = proper rush hour
19:00 - 20:00 = "people who waited to avoid the rush hour" rush hour

it should be called the Slow hour not the rush hour as i know everyone is in a rush to get home, but they won't and can't be in a rush to get home as all the traffic is at a feckin standstill as everyone leaves at the same feckin time so they're going to be late anyway so stop calling it the rush hour

Following is classed as rush hour.
mass of workers rush to work in the morning from 7am to 9am
In the evening rush back home 5pm to 7pm.

It moves slower because people are rushing to get home. And because of it, there are more people on the road. Making traffic slower.

Ironic hey! Don't think it's referring to the speed in movement, but the speed that people are joining the traffic or might want to move! It should be called static hour!

Anyway the answer, it is called rush hour bcos everyone is rushing during this time.Here interpret rush to mean crowding and not speeding...

It's coz they have to rush or they will be late coz of the heavy traffic that their rushing at the same time is creating....? Did I make sense?
