Yes there are a lot of possibilities for Milan to play in the UEFA cup, because Empoli doesn't have a license to play in Europe and their request came out of time so it was rejected. Though Milan's fans and players want the Champions League, it's a way of playng in Europe as well, hoping we'll get the C.League back of course.

If you are refering to AC Milan than no, unless they win the appeal of the sport courts latest ruling that banned them this year from european competitions. Inter Milan however will be competing.

I don't think so. It would be rather unethical for the Italian federation to let a team affected by scandal to participate in any European tournaments. Even if Empoli don't have a license, I believe that this technicality will be easily arranged. Anyway, it won't be fair to prevent Empoli from participating if they have come clean from the cheating scandal.

according to their own soccer federation they will no take part this year. unless they won the appeal or all team in italy is relegated as well
