Visit any good shop or Mall selling travel related materials in your city or nearby city/town. You posted your question in India - Chandigarh section. Chandigarh has lots of such shops. Otherwise, you may contact customs confiscated goods stores for foreign brands - cheap or good!
You can find travel related luggage shops in almost all areas of India in plenty - branded, non-branded, imported, desi, .....there are plenty rucksacks.
