There is no yes or no answer. It really depends on how regular / dependable her cycle is, and /or in more simpler terms, how easy it is for her to predict when it will both her period starts and ends. During menses (period), the enviornment is too acidic for sperm to survive (usually only a few hours). As the period ends and hormones start to shift her into ovulation phase, the vagina becomes more and more alkaline. In between periods (approximately 14 days after the start of her period, but every woman is different) she is the most fertile because this is when the vagina is most alkaline - this is due to a series of hormonal changes that trigger the release of different fertile fluids and mucus that make the vagina more fertile and supportive of conception. Sperm itself is naturally alkaline. Sperm is able survive around a week to 10 days in an alklaline-rich environment.
The reason this is not a yes/no answer? because if her menses lasts longer than usual or if ovulation starts early, the hormonal changes have already set the stage for increasing the alkalinity of the vagina... and it may already be alkaline enough to support sperm survival long enough until ovulation occurs (if it comes early).
How to know when she is ovulating? That is more difficult to predict because there are no obvious physical signs (such as bleeding when menses occurs). People that are trying to get pregnant use a variety of methods to predict ovulation. The only ones i am familiar with are: checking basal temperature (temp goes up a bit more than normal during ovulation), and the vaginal fluids become more thin and watery.

Yes. She can. She might be fertile during the period so get pregnant. But it is not adviced to have sex at those days. Because a baby made on those days might suffer an illness. I could not remember the name of the illness.

I am not a doc or nurse but have knocked a few up - if you do not want to be a daddy then wrap it up and make sure they are on the pill. Even then you are not 100%.
