The fact that she has strong feelings for you is a good thing - saying someone is like a brother to you, would mean to me that she respects you alot and thinks alot of you. Okay so, the romantic thing may not be happening right now, but she is admitting some sort of attraction and that's a start. Give it a little time to see how things develop, also try talking to her not in a 'either you go out with me or nothing.' kind of way, but in an honest way so she knows how you feel.
