The fact that she has strong feelings for you is a good thing - saying someone is like a brother to you, would mean to me that she respects you alot and thinks alot of you. Okay so, the romantic thing may not be happening right now, but she is admitting some sort of attraction and that's a start. Give it a little time to see how things develop, also try talking to her not in a 'either you go out with me or nothing.' kind of way, but in an honest way so she knows how you feel. It might cause some awkwardness, but if the relationship is strong enough you'll both bounce back and who knows what the future could hold from there.

Think of some place that she would really like to go, and offer to take her there.
How long do you want this relationship to last? Do you think you might get married? Probably not, so if you were boyfriend and girlfriend the relationship would only last a few months. Maybe she likes you so much she doesn't want that to happen, that's a really good foundation. You're not her brother, and with time more could develop.

This comment she made about you being the brother is what we call the "Kiss of Death" to a possible relationship, girls say it when they are not turned on at all by you in any way and its a way of saying "NO" but not as hurtful.

Try getting to know her a little more, you know, get on THAT side of her. Open up to her. Maybe she will think of you more then like a brother, If you dont act brotherly towards her.
