The purpose of a question is to obtain an answer, unless you are talking about retorical questions. Retorical questions are used to obtain a pesron's attention and hint it toward a specific theme.

So if you want an question with no answer, ask something like....
who wants to win the lottery?.....only the selcet few on the other end of the bell would answer it.
