the best thing to do is to be sure and exfoliate your skin once a day. sloughing off the dead skin cells regularly will bring the lighter, newer skin to the surface. wear a face moisturizer with an spf, and sunscreen if you're outside for extended periods.
and try shimmer lotions in the meantime. bath&body works stores have shimmer lotions in great scents like mango mandarin and tropical passionfruit (great summer smells) that reflect a lot of light and make your skin look brighter-and smell good too!

For skin tan you can do the following. Apply raw potato juice on your skin and leave it for five to ten minutes. Then wash it with running water. Do this two times a day for about fifteen days and you will notice the difference. Also, while going out in sun, protect your skin for direct sun.
