GIMP is an excellent open source graphics program which does support layers and many different output formats. There are also tutorial sites available on the product.

I have used it extensively and recommend it.

Use Photoshop.

Layers contains floating objects on photoshop and other imaging softwares. You use it so that objects don't merge with each other. For example, the text on http://s28.photobucket.com/albums/c241/tinker_purple_fanatic1993/chris%20brown/?action=view¤t=chrisbrown2.gif&refPage=&imgAnch=imgAnch11 can be moved anytime you desire because it is in a separate layer than this guys picture. If you move the text the picture won't move and vice versa.

The best website I found for tutorials dealing with using the best application on the planet (Photoshop) go to http://www.good-tutorials.com

To understand a layer you need to think of an image as a 3D object like when your a kid and take a shoe box and cut a hole in one end and put objects in the box and then look through the hole to get a perspective and dimension. So a layer is just a way to pile many different images on top of each other to make a collage of sorts. Hope that helped.

You will need an image program like paint shop pro (at jasc.com) or photoshop (at adobe.com). Unfortunately, both of these are expensive. PSP is about $100 and PS is over $600. You can probably download a free or cheaper program, but I don't suggest downloading without getting full info on it and using a reliable source. Make sure it allows layers. Once you get one, find a way to add layers onto your base image, using brushes, text, textures, and other effects. You can find more thorough tutorials online by doing a google search.
