This isn't only coming from a guy. It's also coming from a HARD-CORE insomniac. I've been diagnosed with Severe Acute Insomnia and DSPS (Delayed Sleep Phase Syndrome) in the past. I've even been studied by UCLA to see how long I can go without sleeping. I went for 3 days, but I had to start a new semester at school, so I postponed the program. My no-sleep record was 10 days and 5 hours... also known as 245 hours of NO SLEEP. :-p The world record is 11 days... so I felt pissed when I didn't beat it, lol. I didn't even FALL asleep after that. I collapsed. :-D
Anyway, I was in beginning makeup (theatrical) for my Play Production class in high school. I'm pretty pale and the festive (but b*tchy) "teacher" (who was a year older than I was) kept making fun of me because she had to create a custom foundation for me. It consisted of ultra-fair and clown white mixed together. What's funny is that it looked just like my skin color, lmao. Anyway, I would put on this massively brilliant-looking white color on my face... and you'd still see what looked like giant, goddamn BRUISES under my eyes (because I don't sleep much and I'm CONSTANTLY under horrific amounts of stress). I figured out a way how to reduce them down so they don't appear anymore. And trust me... mine are/were SERIOUS.
To start:
Get some Noxzema cream and wash your face with it. It'll burn a little bit because it contains camphor and eucalyptus oil and whatnot, but HANG IN THERE! :-p Noxzema helps to clean out pores and it does a damn, good job... but it smells kinda weird.
After it's ALL off of your face, you're ready to start. Get some cool cucumber slices and place them on your eyes for 15 minutes. After that, wash your face with cold water.
(THIS IS ONLY IF THE CASE IS EXTREME! DO NOT TRY THIS IF YOU DON'T KNOW WHAT YOU'RE DOING!!-
Put some orange wedges underneath your eyes and leave them there for around 10 minutes... while your eyes are closed. Next, wash AGAIN with cold water- ice water, preferrably.
Making salt-cakes is also an efficient way of taking out undereye circles. The salt-cakes suck out the water in the bags underneath the eyes, shrinking them. You make it by mixing a large amount of salt with a little bit of water until the mixture becomes slushy. Make sure to do this in a vat of some sort. Then, take the vat out and leave it in the sun for a while. One or 2 days won't kill you. Remember to take it back in so dew doesn't settle on it in the morning. When the water inside is fully evaporated, bring it in and cut little bricks out of it. Oval-shaped briquettes are helpful. Pre-wash your face with cold water and pat-dry... leaving the face a little damp. Place a briquette on your undereye area and leave it there for around 10 minutes. Be careful about opening your eyes, as it may burn.
This is why I said, USE CAUTION! Oranges and salt-cakes are abrasive to the eyes, so use caution.)
After putting the cucumber slices, hold some metal spoons under your eyes that have been in the freezer for at least 30 minutes. After that... check this out. It's weird as hell, but it works.
Get some visine and put it on the undereye area. I didn't say put it IN the eyes, as you might be familiar with... but rather, put them on the dark spots and bags, themselves. As soon as it dries, put some hemmorhoid cream on the bags and circles (something like Preparation-H, or something). Leave it to dry and don't touch it. Wash your face after an hour or two with cold water.
I was so damn surprised to see how those crazy BLACK-as-hell circles disappeared. Try it. I guarantee it to work. :-D

Since you said it has to be cheap I`m proposing some home made recipes for your problem. First of all try to get 8 to 9 hours of sleep, even if you sleep 7 hours at night and 2 in the afternoon....it will relax your face. Wash your eyes with cold water (no SOP) 3 times a day.
Put on your eyes two thick slices of cucumber, potatoes (raw) or two soup spoons that you`ve left in the fridge for about 30 minutes. Keep one of these on your closed eyes for about 20 to 45 minutes a day. Mineral water also does wonders for your eyes and for your skin complexion as well. You can wash your face with mineral water once a day. Also try not to use any eye make-up for about a week and then maybe just mascara for another 2 weeks.
Hope it helps. You should see results in about a week to 2 weeks.

Well here it goes and this is the cheepest way and you won' t even need a dime. You aren't getting enough rest and your probably stressed out. You need to get alot of sleep . Go make a appointment to see a family member who will give you a good- massage. However you need too get a full day sleep. And stay away from the stress. Tears do cause swelling as well . If your hurting talk to someone.Try not to cry yourself too sleep. Hop this helps. Lay two slices of cucumber over your eyes as well this helps with puffiness and swelling. So try this okay Good -Luck

lack of sleep is the main cause for dark circles. try the following tips: * sleep at least 8 hours
* drink enough water, 6-8 glasses a day and eat a lot of fruits.
* If you wear make-up, make sure all the traces are removed
* put grated potato on 2 cucumber slices and keep on your eyes for about 15 mins. do it daily.

What is a sweet expert? I don't think you can really get rid of undereye circles, but you can mask them with an undereye concelear

Try using warm teabags. It is also very good if you suffer from eye allergies. If you are a smoker then you will never be rid of them unless you quit.

Buy a yellow coloured concealor, blend it onto the dark areas and then apply your regular foundation on top of it.
