What causes the road surface of a gravel road to become like a washboard? (evenly-spaced ridges)?

spinning tires. the tires loose contact with the road for a brief second and that is what starts the washboard effect. It all starts from going too fast.

the best answer I can come up with is maybe the water from rain running down the road, or maybe the grater machine that cut in the road
