Off the top of my head I would say Formula Nippon, but there are other candidates out there. What tour is the top of the second teir and why?

GP2 is quite competitive this year and for the obvious reason; it's the main support race at the European Grands Prix, so the drivers are trying to impress the F1 teams and they have two opportunities to do it on race weekends. I believe it's a more competitive series than Formula Nippon.
Also the British and the Euro Formula Three series' are very competitive, with drivers hoping to be noticed by both GP2 and F1 teams. Also, all want to get to the Macau F3 Grand Prix.
However, if you want to see really competitive racing, try standing out at a corner (any corner) for a Formula 2000 or a Formula Ford race; it's not unusual to see passing at almost every corner on every lap, including the last one.

i'm a race fan I persist with all open wheel and Nascar and F1. F1 has the most technologies no longer some thing can contact them in that marketplace. Now that the open wheelers contained in the U. S. have become decrease back together ultimately some good open wheel races with better than 14-19 autos. Nascar is purely each and every the position contained in the U. S., it has the fan base.. I purely love racing, see you later as there are 2 or 4 wheels i'm both on the music or in the front of the television.. i'm a not basic center Nascar fan, yet I also attend Open wheel races besides.. I do desire to get decrease back to Europe next year for Monaco, I actual have acquaintances in France and they keep bugging me to come back decrease back. I lived in Europe for virtually 3 yrs and that i loved F1, and that i'll attend till the opener in Aussie land next weekend.

By a huge margin GP2, because only certain strong series become support championships for F1 and springboards for young drivers to go to either F1 or Indy.

The last big pilot that came to F1 from GP2/F3000 (I mean winner of a WDC) is Fernando Alonso(2000-F3000/2001-F1), and the latest four that came from GP2 are Nico Rosberg (Williams), Heikki Kovalainen(Renault test driver), Scott Speed and Neel Jani(Toro Rosso, the second-test driver).

You've removed the top three series. Which makes the question irrelevant.
That said, I'd say the Toyota Atlantic Series racing, the feeder series for Champ Car.
