A white person could fit in a Latino neighborhood by invoking a false Argentinean heritage. Argentines are essentially of pure European descent yet are still considered "Latino," so there you go. A loophole.
With a black neighborhood, it wouldn't be that easy. It's not like saying you're South African will help you out there.

I would rather live in a Latino neighborhood so I can brush up on my Spanish. If you don't use it, you lose it. I already know how to speak English just fine (assuming the black people in your scenario speak English).
