You want the "smartest" , that to me means not necessary the best, but the guy who got the most out of what he had and used his "smarts" to outwit batters...
The winner hands down is Gaylord Perry, 22 years, 314 wins and they never found out where he hid the vaseline. He finally confessed in his autobiography that he greased up his zipper, because the umpires would never check there...LOL..Even when he wasn't throwing the spitter, the hitters thought he was..

I read that Jim Palmer could remember every pitch he ever threw in precise detail. He also went against convention like he didn't mind walking batters if the percentages were in his favour, showing he could think for himself. I also read that Greg Maddux is also pretty bright. He has gotten many of his outs by outthinking the hitters rather than overwhelming them with great sfuff.
