Check to make sure you don't have any pop up blockers enabled on your computer because that will stop it from downloading.

The worse part of helping someone is lack of details. If I was there I could probably figure out the problem in about 5 seconds. It could be the link the site. Your not saying if any errors occurs or anything. Try using different browser for example Firefox. Make sure everything is updated. It could also be a setting on your web browser.
The more info you give us the less things it could be.

Check the internet options and also the version of Flash ur trying to download. Somwetimes if the version doesn't match the OS that ur system is running on, it'll not allow u to download

check the yellow bar at the top where you can point the mouse and click to "download this file" . If you have sound on, you will hear a blip sound

turn off the pop up blockers... on your browsers click on tools->pop-up blocker->turn off pop-up blocker .... or while it's coming up press "Ctrl" on keyboard and hold...
