Sperm are individual cells that are produced in the testes and it is only when they become part of the semen that they are together. And since they are not really in a cohesive group that touches each other even then (since they are part of a bodily fluid), I would say sperm are strictly cells.

Hello. Sperm is cells in solution, but not connected to each other genetically (unattached cells). A Tissue however IS a group of attached cells, working in connection to create a larger structure.
So your confusion seems to be that Sperm eventually makes Tissue, but not until it connects with Egg, can it do that.
Sperm= Unconnected Cells Tissue= Connected cells
