Either it's a direct insult, hopefully not, Or else There is something that they find hard to find in others. Like one of a kind.
Everyone is *special* in their own right. Unique, and using less than 20% right? I'm....12
Could mean like, like "awww, you're special! aren't you?"
Or " Girl...Your so special to me, stars in the sky, the oceans depth blah blah blah
guess it's how you word it.

It would really depend on the present relationship. Are we just friends? Are we serious? Am I the only one serious? Is he the only one serious? Are we just very good freinds who really just care about one another. Therefore my friend, if someone tells me that I am special - I would have to look at the situation and then take it in it's proper context.
