well, it varies by when we are talking about in comic book history, vs movies, vs. TV shows, but

Batman
Robin (all 3, or is it 4? of them)
Nightwing
there was a time Wonder Woman didn't have any powers ( early 70s)
Doc Savage fits the requirements for a superhero but was in pulp magazines, i don't remember if he ever had a comic book.
do you remember 'Mazing Man ? i don't think he had powers, unless winning the Publisher's Clearning House sweepstakes was a power.

Guy Gardner - a sometimes Green Lantern, didn't have superpowers ( or a ring) for a lot of the time.

Green Arrow and ? Speedy ?

Scooby-Doo was able to talk, which for a dog is a super-power. : )

Some others:
Sandman(Wesley Dodds)
The Patriot(Timely)
Star-Spangled Kid(Golden Age version)
Stripesy
Black Hood(MLJ)
Hangman(MLJ)
Manhunter(Golden Age DC)
Manhunter(Quality)
Phantom Lady(Quality)
Firebrand(Quality)
Midnight(Quality)
Masked Marvel(Centaur)
Fantom of the Fair(Centaur)
Blue Beetle(early Fox)
Green Mask(early Fox)
Golden Arrow(Fawcett)
Black Cat(Harvey)
Mr. Scarlet(Fawcett later)
Black Owl(Prize)
Daredevil(Lev Gleason)
Crimebuster(Lev Gleason)
Angel(Timely)
Black Canary(Golden Age DC)
Green Turtle(Golden Age Independent)
Black Cobra(Golden Age Independent)
Skyman(Columbia)
The Face(Columbia)
The King(Golden Age DC)
The Phantom(King Features)
Crimson Avenger(Golden Age DC)
Vigilante(Golden Age DC)
Minute Man(Fawcett)

Yes, an answer to the question asked about the Daredevil I mentioned, he was from the Golden Age and put out by Lev Gleason productions as I mentioned, not Timely(later Marvel).

This Daredevil had no super powers, only a superb athlete and used the Boomerang as a weapon. He was one of the most successful of the Golden Age super-heroes, sharing his stories with a group of kids called the Wise Guys. Daredevil and the Wise Guys lasted until 1950. Another interesting note about this DD is that he first appeared in a strip starring a villian by the name of the Claw. DD proved so popular that he received his own title and battled the Claw many times. Also interesting is the Claw did have super-powers.

A similiarity between this DD and the modern one is that in the early stories of this DD he was mute, though this was later changed as only being a psychological affliction and he had gained his voice back. So both DD's started out with handicaps. The Golden Age one muteness and the modern one blindness. ; )

Also, Bulletman was mentioned as all his powers coming from his headgear. While I don't know about any modern re-con, in the original golden age stories Bulletman made a chemical, much like many golden age heroes( i.e. Hour-Man, Black Terror, Atom-Man, etc.), which gave him not only super-strength, but also super-intelligence, which he then used to develope his gravity defying helmet, so Bulletman did have some super-powers other than the flight from his helmet.

Breamic has a nice list, but DD does have super powers, unless you mean the Golden Age version (if so can you provide info on him?)

And add the Crimson Avenger's sidekick Wing to your list.

also

Spy Smasher (and Pinky!)
Bulletman, Bulletwoman (all in their headgear)
which I think were Fawcett creations.

Rogue and Gambit had no powers at all for the longest time and they were happy about it. They were living life like a married couple. (Most of us know that it will never happen, but we can all wish.)
