If your DSL connection is Dynamic Public IP issued by ISP then you may not able to do it. One of the work around is to do virtual mapping using some software easily available over the net (I cant remmber the name, something sound like myip or noip, or something of which it issue u a virtual IP for your webserver but then constantly map to your ISP IP whenever they are changes)

In order to do this you will first require a static IP address from your ISP. Once you have that then you will be able to have users locate your site via the URL you establish for your site. The second and more important thing to do is to harden the system on which you're hosting your site. The best standards for doing this are the Defense Information System Agency Security Technical Implementation Guides or DISA STIGs. These can be located at the link below.

If you want to use IIS (Internet Information Server) from Microsoft, I believe IIS is on the Windows install cd. However I would probably use apache which you can download from their site (http://httpd.apache.org/download.cgi ) (get the win32 binary). Or you can use a nice package like WAMP (http://www.wampserver.com/en/ ) or XAMPP (http://www.apachefriends.org/en/xampp.html ).

Most dsl use dynamic ips. If yours does you will need to use a dynamic dns service. A good free one is http://www.dyndns.com/ . Make sure to get the client too (http://www.dyndns.com/support/clients/ ).
