I suppose I'll attempt a stab at a proper answer...
Substances are made up of particles and can be solid, liquid, or gas (and other things, like plasma). Each of these substance types is characterized by the way in which its particles are moving about. In a solid, like your hand, they are sitting relatively still. In a liquid, like water, the particles are moving about faster than in the solid, and in the gas, the particles are moving about faster than in the liquid.
So imagine, say, a knife moving through a piece of soft cheese. The knife is harder than the cheese, because the knife particles are closer together.
Now, extend the analogy to your hand moving through the water. The slower moving particles in your hand (solid) make your hand, let's say, "harder" than the water (using the knife-cheese analogy). Thus, your hand stays together while the water particles separate from each other for your hand to go through. You can still feel the substance of the water as "wet."
(This may or may not be accurate, as I'm just drawing on my high school chemistry, but perhaps it will help a little :).)

If you are talking about water being a solvent, I think the answer of 'ymingy' is correct because water moleciule is polar.
But if you are asking why water sticks to some surfaces and make them wet, it is because of its viscosity and its affinity to that particular surface.

water is 'WET' because of its fluid nature. we can understand this on the basis of Hydrostatics---- water has a special fluid property of SURFACE Tension due to which it has a tendency to acquire minimum surface area and when you touch it, the forces of adhesion b/w the water molecules and your skin make the molecules stick to your skin. after this the water also starts evaporating due to the outside temperaature and gives a cooling sensation and gives you a WET feeling!

If i ask.. Why does your hand feel wet if u touch water, the answer will be... surprisingly stupid, yet interesting, and true, thats because water is sticky.
so i guess the reason why water is wet is that water is sticky.
