The easiest way I can think of is to gently use a
putty knife or razor type utility knife to loosen the caulking.This is generally easier to do if you can use some steam or hot water to soften the caulk first, then scrape it away with your razor scraper or putty knife or utility knife. If your sink has a rim that protrudes over the counter top and you need to remove it also you can use a screwdriver with a flat tip and gently pry upwards ...moving the tiparound the rim of the sink until you are able to lift it out...then use a razor scraper to remove the rest of the old caulk. Be careful not to cut yourself if you use the razor scraper option...best to wear some work gloves.

use a razor blade at about a 45* angle, be gentle. I don't know what your countertop surface is. So check to see if you are scratching the surface. also to remove any residue, try mineral spirits (paint thinner) on a rag in less notable spot incase of removing finish. But you need to clean that area before you recaulk. if its a sink go with a silicone base, its stinks but stops water

I recently did this. I used a butter knife to work it away from the tile. But the grout was real old and yucky so it was pretty easy.

Go to a real hardware store (not a big box store) and tell them what you are looking for. They will find and sell you the appropriate tool.
