You know the size of our galaxy compared to the universe? Its like a dust in one big room! So although there's no proof that there are or there are no other intelligent beings out there, the probability is leaning towards "we are not alone". It doesn't have to take an "earth" to have life elsewhere. Maybe not even water. We needed water because that's how we evolved. Our biology is earth biology. Other beings may not follow the same evolutionary path we had. Some of them may be a hundred or more times older than humankind. Some even may even be millions older than us considering the age of the universe. They must be many times smarter and technologically advanced, too and must've solved their own conflicts else they wouldnt've lasted that long. And since you posted this under "GOVERNMENT", I think those beings must have good governments, too having avoided their own version of nuclear annihilation. :)

It's a difficult question. Sometimes I think that there must be intelligent life in the galaxy.
After all, there are 400 billion star in the Milky Way galaxy. If just one percent of those are similar to our Sun, then there are four billion stars capable of a "habitable zone" like ours.
And, if just one percent of those, have a planet similar to ours in a similar orbit, then there are 40 million "possible earths".
And, if just one percent of those planets have life like ours, then there are 400,000 potential species to talk to.
But, even if all that is true, those 400,000 possibilities are spread out across the 400 billion stars we started with. Given our level of technology, we may not be looking in the right place. Or, they may all be at about the same level of technology as us and be unable to make themselves heard or seen.
Faster-than-light travel will probably be necessary if we are to locate any "neighbors" that we may have in the Milky Way. And that is a long way off.
And, very rarely, I think that we may be alone in the Milky Way and that it is our destiny to populate it. Faster-than-light travel will be needed for that too.

Is there other life in the universe? Almost assuredly yes.
Sentient or intelligent life? Maybe not, but given the absolutely astronomically humongous size of the universe, it's certainly not out ot the question.

Not at all..somewhere in the other part of the universe there might be a planet where the atmosphere is same as our planet and there might be species who are far more sophisticated and technologically forward than we are...
