It took me forever, I scoured the internet for hours, and then one day I just started dunking
I bought the ankle weights. I'm sure it builds you up a bit. What seems to work better is playing in them for a little while and when you drop them you feel light as a feather. That's just a temporary thing though
If you find a vert program (you really don't need to buy one, something like Air Attack is available for free on the internet if you look hard enough) that does seem to work. I could never commit to one but I played with a guy who said he did a program once and he could dunk way better than me. Sounded like it had only been for a while too because his friends were all telling me how he was getting better and better at it
Depending on how old you are and what size you are it could just be you need to develope more. I started trying when I was 15 and 6'4, now I'm 17 and 6'6. I'm just starting to grow into my build and gain some coordination so every week dunking is a little easier. I think that's what's making the most difference. I'm sure all those hours of jumping in ankle weights are contributing a bit now though too so you just need to keep trying
If you're already in your prime and you're just short, c'mon, you're short, jumping is easy. Get the ankle weights and do the vert program. The programs I read actually didn't require you wear ankle weights. All the programs were pretty much just different orders of leg strength drills. Lunges, followed by this much running, followed by bench jumps, and then a bit of skipping, etc. Every program seems to have about a 2 week period (at about week 10 or 12 or maybe much more depending on how long the program is) where you do nothing
You don't gain the muscle while working out, you gain it on the downtime between workouts. I found that I was actually over doing it and it seemed like I wasn't jumping as high as I was before. Try taking breaks between rather than mindlessly destroying your legs every day

the best thing you can do to increase your vertical jump is to work the opposite muscles...
Jump down from a bench or picnic table and absorb the landing. Repeat until you can't do it anymore. This will build muscles that resist gravity.
Also, try doing squats where you go down on both feet but come back up on one foot. Your muscles are weaker going down than going back up (almost 2 to 1) and so you can build the "up" muscle groups faster this way. Again, repeat the process until you can't do it anymore.
You will be very sore. That is the muscles being torn slightly apart and as they heal they get bigger and stronger. Repeat as soon as the soreness goes away enough for you to do it.
This process will take about three weeks and will increase your verticle jump by at least a foot.

dont were ankle weights those are bad for you type in vertical jump workouts on you computer and find a whole bunch i think the same way as you but im already working on itm im 5'10 almost dunking grabbing the rim

It's your quads that push your body upwards, but your calves give you great liftoff. Like snaping your wrist throwing a frisbee.
Stay lean, big quads and strong calves.

buy some ankle weights called jumpsole at acedemy play jump walk and run them on for about a 3 months and your vertical leap by at least 10 inches.
