Any business you start and operate yourself is as legitimate as you make it. But a franchise or other work which is set up by someone else needs careful examination before considering it legitimate. I do not know of any personally, but I'm sure there are many. I also know there are many that are not legitimate, in the sense of something you could be proud of doing.

Many of them are legal, but not really honorable. An example of that would be selling something for an inflated price that is available elsewhere to people who believe it is a bargain, for whatever reason. Or selling something of a far lower quality than is expected from the hype. Or selling people's personal data collected in a way that they do not realize that is the reason for the contact. (Surveys and "contests" are often of this nature.)

If you want to work out of your home, develop something yourself rather than buying into a franchise. Often, the only person who makes money with those is the original developer, at the expense of those who have a dream of working at home without wanting to do the development work themselves.

What are your skills? What specialized knowledge do you have? What would someone pay you to make or to do, which would honestly and fairly make you enough money to be worth your time?

One would be to go to estate sales and even flea markets, buy up those things which are under-priced for whatever reason, and resell them on eBay or on one's own web site. If you are a collector, and have the reference materials and the knowledge, it would be possible to make a good living that way. The only reason I don't do it is that I do not drive, and do not have a car, and so going to the estate sales would not work.

When My Steve was alive, I mentioned this idea repeatedly, but he never wanted to turn himself into a day person enough to do such a thing. To go to an estate sale and buy what is good, you must get there early. He was in the habit of sleeping until late afternoon, and being up until after I went to work in the morning. It maximized our time together as well as his ability to use the time we were not together, but it made being a day person difficult in the extreme.

Are there any legitimate home business like the ones you see in classifieds? NO

Are there legit home businesses? Yes. For instance my father contracts out as a carpenter. Ebay.com was started as a home business as a side hobby of its inventor.

The key to a home based business is you need a product or skills to sell. It won't be easy. It won't always work. It probably won't make you rich.

Don't trust any multi level marketing sceme. They only work as advertised for the first level. By the third or fourth level, all the people that are interested are probably already found. Only a few make any money from it.

There are lots and lots of home based businesses. Amway, Shaklee, Home Interiors, Avon, Sharper Image, ebay, Victoria's Secret, the list goes on and on... anything that you can start from home vould make it a home based business.

I've been asking myself that same question as i occasionally see the same character in different commercials.
