I think wisdom is a factor here. Knowing when the right time is for something is important.
Generally, acting on impulse carries consequenses. No fun in that.

Well, both have a bit of truth in them. Timing is good when you dont want to rush into anything, but an impulse is good too because you dont know if you will get another chance

impulse = action at any given TIME
timing = right place right TIME
result = LUCK
good or bad..luck that is..depending on the RESULT of the TIMING..

depends on the situation, sometimes timing is everything. like when you are leaving a get together and as you are telling everone bye someone stops you to talk, then on your way home you come across an accident that if that person hadn't stopped you to talk you could have very possibly been in the accident too.
